Every time I try to rearrange the order of my uploaded photos, it seems to work just fine, but when I look at the actual listing in the store view, the original sequence never changes.

I just tested this and it is working fine for me. Are you refreshing your item page after moving them around? You don't even need to click the save button. It automatically updates it when you move them.
Ensure that you are refreshing your product pages and possibly clear your cache to ensure it's loading a fresh page.
