Look for businesses going out of business, they always try to sell that stock. Also auctions are a good source. You can also check with your local department stores, they sometimes have discontinued stock. If you want new then check out www.robertham.com they are actually pretty reasonable. I got the ladies hanging form in frost and the adjustable costumer stand, it was all less than 45$ with shipping. I use in my Mall space and its easy to dress and change.

roberthamm.com is considered one of the best to buy from. You can get half forms (which are super cheap - under $20 each) or full mannis (I think they start around $100)
The only downside is they don't tell you the shipping cost upfront, but you can call to get a quote before ordering. But, to put it in perspective, I ordered three half forms (toddler, child, and womens) and a display stand, and the shipping was only $15 - awesome considering the size of the boxes they came in and the weight of the stand!
