Okay a few things you need to know about custom templates.

First, you need to pay for the I think "Basic" account. Which is 4.99/m

Second, You can't upload it via FTP, after/if you have the "Basic" account you can go to the custom templates and add your layout.

I'd go into detail, but i;m limited on time, PM me if you still need help. I'll get back to you.

You have to add a link to it somewhere in your page texts or create a custom template with a link. CruiseReady has a nice example of a link to a couple of custom pages that she included in her home page text. Her custom pages are "Tips for New Cruisers" and "Recommended cruising links".
