Well, I have looked at the previous topic posts regarding bulk uploads and at one point I got frustrated and just brushed it off BUT.....now, I'm ready to use the function and I have attempted to adjust it a million times.
I am attaching my tab delimited, excel sheet. Any help would be hugely appreciated.

There's just a few things you need to change.
Columns K through U need numeric values in them. Either 1 or 0. You can find the definitions of those in the bulk upload wiki.
You a missing a column. Column P should be flatrate_fee_int. You have it as flatrate_feeadditional_int which is supposed to be Column Q.
Your google attributes name/value for 6 -10 are blank. If you don't want to put anything in that cell, you need to put NULL there.
I think if you fix those things, it will upload. If not, post the revision and I'll take another look.
