You don't put anything there unless you sign up for google webmaster tools. That is done through google and google will give you the values for your custom meta tag.

No, but if you go to your google account and look at the bottom of the "my products" list, you will see "webmaster tools". You will find info there. It can be easily added to your google tools although I personally don't use it nearly as much as I do google analytics.
